increasing the emoluments of an Officer while at work in

the Colony will deter Officers from taking leave of very

long duration. I have accordingly adopted it in the re-

-commendations I have to make.

In the 9th. paragraph of my Des-

-patch No. 148 of the 29th. of April last, I suggested

that a new Class IV should be formed with a scale of salary

of £420 rising to 2500 by £40 triennially. As, however,

the number of posts to be placed in this new class is like-

-ly to be very small, it is preferable to lower the initial

salary of Class III, which will thus comprise the proposed

Class IV, with a small annual increment of £20 which will

enable an officer to reach his maximum in 8 years. The

recommendations, therefore, I have to make are as follows:-

1st. Class £800 to £1,000 by £100 triennially

with duty pay of £150.

2nd. Class £600 to £720 by £40 triennially

with duty pay of £120.

3rd. Class £400 to £560 by £20 annually

with duty pay of £100.

The financial effect, in the total

of the minima and maxima salaries of the posts concerned,
